OPERATION CLEAN SWEEP (OCS)

OCS Project Planing

In December 2020, the long-awaited agreement was signed between PlasticsEurope (PE), European Plastics Converters (EuPC) and Cefic for the Operation Clean Sweep project.
The OCS project includes:

  • Write the Operation Clean Sweep Standard, based on OCS program requirements.
  • Develop OCS Europe Core and Essential Requirements for Producers, Masterbatches and Converters.
  • Update and integrate the OCS Requirements in the SQAS Core, TS, TC, WH and ESAD questionnaires.

For the first two items the OCS Technical Committee is set up and ECTA is represented in this team by Evert de Jong. The update of the SQAS modules will be taken care of by Cefic’s SQAS T&A Committee. Drafts of all documents will be finished by mid-2021.

Preparation and implementation of operation clean sweep

The Plan is to have Pilot assessments at a sample of producers, converters and LSP’s in 2021. Furthermore, the final documents will be ready by end-2021. In addition a selection of assessors will have been trained on Operation Clean Sweep as well.

The pilot phase will be concluded by adapting the SQAS scheme with OCS requirements. The translation of the revised parts will be made after the various SQAS modules. An additional training for the already accredited SQAS assessors will also be arranged.

ecta rc Training on ocs requirements

ECTA plans to organize a separate Webinar Training. It is planed under the ECTA Responsible Care banner and dedicated to the impact of Operation Clean Sweep requirements on SQAS and the ECTA RC program. This Webinar Training addresses the ECTA RC members and ECTA general members involved in the relevant activities. Participation by non-member LSP’s and others is also possible.
